Temporary Bleacher & Grandstand Safety Inspection Checklist

Verify that the foundation or ground supporting the grandstand is level, stable, and capable of bearing the anticipated load. Check for signs of settlement or erosion.

Inspect all frame connections (bolts, welds, pins) for tightness, corrosion, and damage. Ensure all locking mechanisms are properly engaged.

Confirm that all required support bracing (cross-bracing, diagonal bracing) is in place and properly secured. Check for bent, damaged, or missing braces.

Examine all planking (seating and walkways) for cracks, splits, rot, or other damage. Replace any damaged planks immediately.

Verify that all planking is securely fastened to the frame to prevent movement or displacement. Check for proper spacing between planks.

Confirm that the grandstand's load capacity is clearly posted and not exceeded. Ensure event staff are aware of the load limits.

Measure aisle widths to ensure they meet minimum code requirements for safe egress. Clear aisles of any obstructions.

Verify that all egress pathways are clear, well-lit, and free from obstructions. Ensure adequate signage is in place to guide occupants to exits.

Inspect all metal components (bolts, connectors, etc.) for signs of corrosion. Replace corroded hardware immediately.

Monitor for any signs of settling or shifting of the structure during and after setup. Re-level and stabilize as needed.

Measure guardrail height to ensure it meets minimum code requirements (typically 42 inches).

Verify that guardrails are capable of withstanding the required load (typically 200 pounds). Test for stability and rigidity.

Confirm that midrails are installed between the top rail and the walking surface to prevent falls. Spacing should not exceed 19 inches.

Ensure that toe boards (minimum 4 inches high) are installed where there is a risk of objects falling onto people below.

Inspect stair railings for proper height, strength, and secure attachment. Ensure handrails are continuous and graspable.

Measure gaps in guardrails and stair railings to ensure they do not exceed code limits (typically 4 inches).

If required, verify that fall arrest systems (harnesses, lanyards, anchor points) are in good condition and properly inspected. Ensure users are trained in their use.

Confirm that perimeter barriers are in place to prevent unauthorized access to the grandstand structure.

Ensure handrails extend beyond the top and bottom risers of stairways as required by code.

Verify the guardrail design prevents easy climbing by children (e.g., no horizontal rails spaced closely together).

Verify that exit signs are clearly visible, properly illuminated, and indicate the direction of egress.

Confirm that emergency lighting is functional and provides adequate illumination in the event of a power outage.

Ensure that fire extinguishers are readily accessible, properly charged, and inspected. Verify that personnel are trained in their use.

Review the emergency evacuation plan with event staff. Ensure everyone knows the evacuation routes and procedures.

Confirm that first aid supplies and trained personnel are available on-site.

Verify that communication systems (radios, public address system) are functional and can be used to communicate emergency information.

Assess crowd management procedures to ensure orderly entry, seating, and egress. Identify potential bottlenecks and develop strategies to mitigate them.

Verify that accessible routes are provided for individuals with disabilities, in accordance with ADA requirements.

Ensure all exit doors are equipped with panic hardware that allows for easy egress in an emergency.

Identify and clearly mark designated muster points for evacuation.

Visually inspect and spot-check the tightness of critical bolts and fasteners, especially in high-stress areas.

Verify that plank supports are securely in place and show no signs of bending or cracking.

Inspect guardrail connections for looseness or damage. Ensure all locking pins or mechanisms are engaged.

Confirm that all access points (stairs, ramps) are clear of debris and in good repair.

Assess the impact of weather conditions (wind, rain) on the stability of the grandstand. Take appropriate action if necessary.

Re-inspect the ground conditions around the base of the structure for any signs of erosion or settling.

Ensure all safety signage (load limits, exit signs) are clearly visible and legible.

Verify that all lighting systems are functioning properly, including emergency lighting.

Inspect for any signs of vandalism or tampering with the structure.

Maintain an inventory of spare hardware (bolts, pins, etc.) for quick repairs.
