Regulatory and Standards Notes

Use regulatory references carefully. A template can organize evidence, but it does not decide code compliance or replace the authority having jurisdiction.

  • OSHA 29 CFR 1910 Subpart S covers electrical safety-related requirements for US general industry workplaces, and OSHA 29 CFR 1910.303 includes general requirements for electric equipment installation and use.
  • OSHA 29 CFR 1910.333 addresses selection and use of work practices for electric-safety-related work in general industry workplaces.
  • NFPA publishes NFPA 70, National Electrical Code, but NEC requirements apply through adoption by states, municipalities, contracts, or other authorities; cite the adopted edition and local amendment when making a code finding.
  • NFPA publishes NFPA 70E, Standard for Electrical Safety in the Workplace, which is commonly used for electrical safe work practices; do not cite an article number unless the edition has been checked.
  • For US residential fire statistics, use the source actually being quoted. If no current primary or authoritative NFPA research link is included beside the sentence, remove the statistic rather than repeating an unsupported number.

GFCI, AFCI, and Circuit-Loading Wording

Avoid overbroad code claims in the report:

  • Do not write that all kitchens, bathrooms, garages, basements, crawlspaces, laundries, outdoors, bedrooms, and living areas require the same protection in every building. GFCI and AFCI scope depends on the adopted NEC edition, occupancy, circuit type, and local amendments.
  • Do not treat the common 80% language as a universal inspection failure. Continuous-load sizing rules belong to design and code analysis; an inspection report should document measured load, breaker size, conductor concerns, and the need for licensed evaluation.
  • Do not mark older homes as non-compliant solely because a later code edition added protection requirements. Note the observed condition and recommend upgrade or jurisdictional review where appropriate.

Electrical Inspection Safety Notes

Electrical inspections can expose the inspector to shock, arc flash, and burn hazards. If the work involves energized equipment, document who performed the work, what was opened, whether equipment was de-energized, what PPE/work practices were used, and what was not inspected for safety reasons. OSHA 29 CFR 1910.333 is the primary OSHA source for electrical safety-related work practices in general industry; NFPA 70E is a separate consensus standard often used for safe-work-practice programs.

How to Complete the Report

  1. Record the basics. Property address, date, inspector/reviewer, client, inspection purpose, and applicable jurisdiction.
  2. State the scope. Say whether the inspection was visual only, whether panel covers were removed, whether systems were energized, and what was inaccessible.
  3. Document service and panels. Capture panel nameplate details, locations, visible condition, clearances, labeling, overheating signs, corrosion, and missing covers or openings.
  4. Record branch-circuit and device checks. Include only what was sampled or tested. If GFCI/AFCI checks were not performed, say so.
  5. Attach photos to findings. Each defect photo should have a photo ID, location, visible condition, and finding number.
  6. Prioritize recommendations. Separate immediate safety concerns from repair, monitoring, and further-investigation items.
  7. Review before export. A qualified reviewer should edit the findings, confirm severity, and add source links where regulatory claims are made.
