Codes and standards to cite

For NEC findings, use NEC 110.3(B) for installation and use according to listing and labeling, NEC 110.26(A) for working space, NEC 110.27(A) for guarding live parts, NEC 240.4 for conductor protection, NEC 250.4(A) for grounding and bonding, NEC 300.4 for protection against physical damage, and NEC 408.4(A) for circuit directory identification.

For electrical safety work practices, cite NFPA 70E 110.3 for the electrical safety program, NFPA 70E 120.5 for establishing an electrically safe work condition, NFPA 70E 130.5 for arc flash risk assessment, NFPA 70E 130.7(C) for personal protective equipment, and NFPA 70E 205.3 for general maintenance requirements.

Then write measured evidence. Measured values: voltage, continuity, insulation resistance, ground fault readings, thermal findings, breaker ratings, conductor size, and environmental conditions where relevant.

Finally, write corrective actions that can be closed. Closeout: repair record, photo, retest value, qualified person review, and date returned to service.

Example finding wording

Finding E-03: Panel LP-2 had stored materials within the required working space, and the panel directory did not identify circuits 7 through 12. Photos E-03A and E-03B document the condition.

Reference: NEC 110.26(A) for working space and NEC 408.4(A) for circuit directory identification. Action: remove storage, update the directory, and verify the corrected condition with a dated photo.

Common drafting mistakes

Do not use a single finding for unrelated electrical defects. Separate a missing label, blocked working space, damaged cable, and overheating termination so each action can be closed.

Do not write a code citation unless the condition matches the cited rule. If the inspector is unsure, mark the item for qualified electrical review rather than forcing a citation.

Do not omit limitations. A report that did not open energized equipment should state that clearly and explain the inspection method used instead.
