Gas Safety Check Preparation Record

Free preparation and information-recording aid for UK landlord gas safety checks. It is not a CP12 or Landlord Gas Safety Record; only a Gas Safe registered engineer can issue the statutory record.

Abstract / Key Takeaways

In the United Kingdom, landlord non-compliance with the Gas Safety (Installation and Use) Regulations 1998 is a criminal offense carrying unlimited fines and potential imprisonment. The cornerstone of compliance is the Landlord Gas Safety Record, universally known as the CP12 Certificate.

A UK Landlord Gas Safety Record, often called a CP12, records the statutory safety checks carried out by a Gas Safe registered engineer. Only an appropriately registered engineer can perform and issue that record. This template helps organize inspection information; it is not a CP12 and must not be used as a substitute for one.

Landlord Legal Obligations (The 12-Month Rule)

Landlords must arrange checks within the applicable statutory timing rules. Current HSE guidance should be checked when scheduling and recording the next due date.

  • Annual Mandate: Every landlord must arrange a full gas safety check every 12 months. This includes properties ranging from single flats to entire HMOs (Houses in Multiple Occupation).
  • The 2018 Flexibility Amendment: To prevent landlords from shortening their compliance cycle due to scheduling conflicts, the 2018 amendment allows the inspection to be completed up to 2 months *before* the current certificate expires, whilst retaining the original expiration date.
  • Carbon Monoxide Integration: Alongside the CP12, landlords must ensure a working carbon monoxide alarm is installed in any room containing a gas-burning appliance (excluding gas cookers), and its functionality must be tested.

What is Checked During a Gas Safety Inspection?

A comprehensive gas safety check is far more than testing a boiler. It is a systematic audit of the property's entire gas infrastructure.

  1. Appliance Integrity: The engineer checks the operating pressure, heat input, and physical condition of all landlord-supplied gas appliances (boilers, fires, cookers).
  2. Flue and Exhaust Routing: Flues transport lethal carbon monoxide outside. The inspection ensures flues are securely fitted, unobstructed, and catching waste gases cleanly. Crucially, this includes checking hidden flues embedded within ceiling voids via inspection hatches.
  3. Installation pipework: The engineer checks the installation pipework within the agreed and accessible scope using the procedures applicable to the installation and records the result.

Gas safety checks and regulated gas work must be carried out by a Gas Safe registered engineer whose registration covers the relevant work category. Verify registration and scope through the Gas Safe Register.

Tenant Notification and Record Keeping

The Landlord Gas Safety Record is not merely an internal file. Current HSE guidance sets deadlines for giving the statutory record to tenants and retaining it.

  • Existing tenants: Provide a copy of the statutory record within the deadline stated by current HSE guidance.
  • New tenants: Provide the current statutory record before occupation, in accordance with current requirements.

Tenancy and possession law changes over time and differs across the UK. Landlords should use current official guidance or legal advice rather than relying on this preparation aid for possession proceedings.

Immediate Danger Protocols

If a Gas Safe engineer discovers an appliance that poses a risk to life or property, they will classify it as "Immediately Dangerous" (ID) or "At Risk" (AR).

For unsafe situations, the engineer follows the current Gas Industry Unsafe Situations Procedure, including warning, labeling, permission, disconnection, and escalation steps as applicable. An appliance identified as unsafe must not be used until made safe by an appropriately registered engineer.
